Premier Energy provided search reporting for White City Living

Premier Energy has been working with the Developers of White City Living, a large mixed-use project in Central London, for over 20 years, providing consultancy services on their projects. Premier Energy were appointed to the White City Living project due to the complexity of the site but also the client’s need for utility experts. They made it a priority that this was undertaken safely and cost-effectively.

Premier Energy’s Process:

Site Investigation Report: A PAS 128 Level C utility report for the construction stage was written by one of their experienced utility consultants, to highlight utility capacity constraints in the area and any potential budget costs.

• Utility Drawings: Premier Energy provided CAD drawings to coordinate the new connections, disconnections, diversions and technical requirements associated with the bridge crossing.

• Disconnections and Diversions: Premier Energy coordinated and procured the diversions for gas, electric, water and major fibreoptic telecom infrastructure. The utilities that were located under the congested footway and carriageway were diverted to reduce the possibility of utility damage from the new pedestrian and vehicular bridge construction.

New Connections: The Site Investigation report identified that a new primary substation and off-site reinforcement would be required for this site. Premier Energy then procured competitive utility quotes from the market and once the Distribution Network Operator was appointed, they liaised with them to cost, design, programme and deliver the primary substation. Premier Energy further coordinated the Independent Distribution Network Operators for all contestable infrastructure works, a medium pressure gas PRS for the energy centre, a water NAV agreement and, on-site and off-site high voltage installations including a basement intake substation.

Premier Utility Search Report: A PAS 128 Level D utility report was undertaken to search for existing utilities and establish any constraints to the client’s site, whilst also informing the potential disconnection and diversion strategy.

To overcome the challenges of delivering utility services to a site where the London Underground and Network Rail lines surrounded the site boundary, Premier Energy had to be involved in the design stages. They helped with the technical aspects and design of new connections provision and made sure the procurement of the off-site works, new primary substation and diversions/disconnections where on-time and on budget.

Premier Energy saved the client significant costs on the off-site reinforcement. They also ensured the client received competitive pricing and a technical solution suited to the complexities of the site by tendering for multi-utility providers.
