Critical knowledge gaps are stalling building projects and undermining sustainability goals, according to findings from a recent industry insights workshop hosted by Eurocell.
The session revealed a lack of confidence around Building Regulation compliance – particularly Parts L, O and E – alongside ongoing misconceptions about sustainable construction materials. Together, these challenges are creating a dual threat of costly remedial work and project delays across the UK construction sector.
The balancing act of compliance
One of the clearest messages from the workshop was that evolving Building Regulations continue to present significant challenges for builders, developers and specifiers.
The introduction of Part O (Overheating) has raised questions about how future projects will accommodate larger glazing areas, and whether its scope could eventually extend beyond new-build homes to include major renovations and extensions. For now, however, its strict requirements apply only to new residential developments.
While the simplified method within Part O places firm limits on glazing-to-floor area ratios, many specifiers are increasingly finding that dynamic thermal modelling is required to retain larger window designs while remaining compliant.
The workshop also highlighted how construction professionals are often forced into a balancing act between regulations that can appear to pull projects in different directions. Parts L and O are a prime example – one seeks higher levels of insulation and airtightness, while the other focuses on preventing excessive heat build-up within buildings.
Furthermore, Part O's ventilation requirements can often conflict with the acoustic standards outlined in Part E, particularly for developments located in busy urban environments.
To address these challenges, attendees agreed that a more integrated design approach is required, combining acoustic glazing, controlled ventilation, shading solutions, building layout planning and mechanical or passive cooling strategies rather than treating each regulation separately.
The thermal performance trap
The workshop also revealed that the relationship between insulation performance and solar gain remains a technical blind spot for many within the industry.
This can create challenges when designing buildings to meet increasingly demanding performance standards such as Passivhaus. Improving insulation performance by lowering U-values often reduces g-values at the same time, as high-performance glazing coatings can block a proportion of solar radiation entering the building.

Challenging the ‘plastic is bad’ narrative
Sustainability remains one of the industry's biggest talking points, yet the workshop revealed considerable uncertainty around the environmental credentials of modern materials such as PVC-U.
While plastics are often viewed negatively from a sustainability perspective, the discussion highlighted how modern PVC-U systems can deliver long-term environmental benefits. Through advanced co-extrusion techniques and up to ten recycling cycles, PVC-U can achieve a material lifespan exceeding 300 years while maintaining high levels of structural and thermal performance.
The session also highlighted that PVC-U typically offers a significantly lower embodied carbon footprint than aluminium. In addition, the mechanical recycling process used for PVC-U is considerably less energy intensive than the smelting process required for recycled aluminium, further reducing its environmental impact.
However, proving the age and recycling history of individual products remains a challenge. While precise tracking of specific window frames is not yet possible, batch-level traceability and mechanical testing can help demonstrate material integrity throughout multiple recycling cycles.
Looking ahead, technologies such as digital product passports and embedded QR codes could provide far greater visibility, enabling manufacturers and specifiers to track production batches, recycled content and material composition throughout a product's lifecycle.
A need for greater clarity
With the Future Homes Standard approaching, Eurocell's latest consultation highlights the need for clearer guidance and a more collaborative approach to technical education across the construction industry.
By bridging the gap between regulatory theory and practical on-site application, builders, developers and specifiers can begin to view Building Regulations and sustainability targets as complementary objectives rather than competing challenges.
Ultimately, the workshop demonstrated that with the right support, education and collaboration, compliance and sustainability can become achievable goals that work together to deliver better-performing buildings for the future.
